My ipad2 is not charging. it is showing left of the battery a message saying not charging and battery is extremely low. What can I do?

Just unplug your wall addapter and usb and plug it again
Are you using a iPad charger and not a iPhone charger or trying to charge from a computer by USB. iPhone chargers are lower powered that those for a iPad even though hey look alike. Most computer USB ports don't provide enough power to operate and charge a iPad.
I did this alreday, not solved the problem.
I am using in wall electrical socket with Ipad2 charger given by apple. I have changed the outlet but not resolved. I tried with PC, same problem.
It is very surprising. It started charging with default sound and showing charging sign inside the battery dispaly but immidiately went off and display the message Battery is not charging.
1. Try a reset
2. Clean docking port with clean tooth brush
3. Try another wall socket
4. Try another cable
5. Try another charger

My iPad is not taking a charge. I've tried all the suggested fixes - reset, cleaning the docking port, another wall socket, another cable, trying to charge through the PC - but nothing works.
When I try to turn on the iPad, all I get is a black screen with a large battery outline and four red lines at the top. This lasts for two seconds before the iPad just turns itself off again.
The iPad is just out of warranty and I bought a new charger kit only two months ago. Until two days ago it was working fine. Now I can't get into it all, not even to extract files. Nothing. Black screen with battery for two seconds before it switches itself off again.
I'd be really, really grateful for some advice on how to fix this problem. (I should add this iPad has been treated like the precious possession it is. No rough treatment at all. Stored in a case. And I have regularly let the battery run down to nil before recharging.)
