I know this is an old post but it's still an issue that I had to solve tonight and should work for people in your situation. After getting the failed screen "Sim Required" Pull the SIM card out of your working phone and put it in for just a minute. Touch "Try Again" and it will take you to the Location Services screen. At that point you're set. Pull the SIM card out and put it back in your regular phone. You should be able to proceed through restoring the old phone or setting it up as a new device without a SIM card and use it as an iPod Touch. Hope this helps.
Yeah just read the link I posted in the first response to your question
I think you need a SIM card to do this...
Yep that is what I said at the outset where I said the following:
You need a sim to activate it. Read
Using iphone as ipod
It was a joke, Ocean... lol.

Really? You need a SIM? 😉
me too....
What an insanely annoying requirement... ugh
It is insane to activate a GSM smartphone with a GSM SIM? How so?
Re-read the OP's question: Just trying to use an older device as an iPod/mini tablet device (think: older iOS devices that can be purchased cheap for kids to use). I understand that activating to use as a Phone the SIM is required, but why not just let the things be used over WiFi without Cell service? I've never had to deal with that in other smartphones/tablets (not running iOS) except perhaps a Blackberry phone.
cdma phone when you dont have a cdma card in your country... yes its insanely annoying
Just to annoy everyone further... !
...i bought a cdma phone while on holiday, i havent been able to use it and now i realise i need a cdma card... i think i do? ive tried 5 different cards... i have checked the numbers it doesnt say its blocked or stolen. i cant even use it as an ipod. any help is appreciated.
chees
There is no such thing as a "CDMA card" for an iPhone. Yes, I realize that some CDMA carriers around the world use something similar to a SIM card in some phones. The iPhone has no such thing. There is no CDMA card. The SIM slot in a CDMA based iPhone is for connecting to a GSM network IF the phone has been unlocked by the original carrier for use on foreign networks. The only CDMA iPhones that are unlocked out of the box are the iPhone 5, 5c and 5s from Verizon.
thanks for your reply.
i heard you cant unlock a cdma phone.

at the moment the phone is a brick. help appreciated

A CDMA phone will only work on the network it was originally configured for. You can't unlock it. Unless you are using that network, the phone is useless. Sell it and buy one that you can use.
either that or ill just replace the motherboard... i have one trick up my sleeve... let you know how i go!
