OS X Mountain Lion
Is it possible to download OS X Mountain Lion from the Mac App Store onto an external HD so that the OS can boot from the external?

It will only download into the Apps folder on your Mac. But then you can copy the Installer onto any drive or media that you wish.
Follow these instructions and you can use the installer to create a bootable instalation disk on a DVD or a thumbdrive.
