I have an Iphone 5 if I loose it or gets stolen the person that finds it after making the reset can they unlock the phone and use it or is a way for bloking it for good and if they try to unlock Apple will find out?

Apple does nothing to track or block stolen or lost phones.
But can the operatuer do that correct? and if they do when they try to unlock it it will not be possible?
The cell carrier may or may not block a stolen phone. You will have to contact the carrier and ask. But there are ways around any such block, so there is no way to absolutely and permanently render your stolen iPhone unusable.

All UK carriers will block the iPhone if you report it stolen or lost
Best you can do is to ensure you have a passcode active on the iPhone will probably deter all but professional thieves
The passcode will protect your information as generally the only way to recover without wiping the iPhone is by using the PC the iPhone was synced to or knowing the passcode
