My computers hard drive burned up and i cant retrieve the memory but my Iphone still holds the 1300 songs, is there any way to transfer all that music back to my new computer? Can it work with itunes match?

You can download the purchases that you have made in iTunes. That goes for transferring the media on your iPhone, which means only purchased items. As far as setting up iTunes Match, the only way to get music to is through iTunes on the computer.
