Look at my answer. 3G and 4G iPads have a "phone number" that connects to the cell phone network and assigns your account to the specific telephone carrier giving you the cell phone signal.

Yeah, but there isn't much use an end user can make of that "phone number" except for accounting and maybe debugging at the direction of their carrier.
