How can i unlock my iphone 4? i'm from belarus. i bought it in austria (on ebay auction), contract t-mobile is ended. i ask a question to t-mobile and have no answer! i don't want to use jailbreak or anything illegal!

ONLY the carrier to which it is locked can unlock it.
Contact that carrier and ask if they offer this service and if you qualify.

Yes. We understand you. Apple can NOT help you. ONLY the carrier it is locked to can authorize unlocking it. If they will not help you, then it can not be unlocked.
it's not just an apple thing htc, samsung and nokia also don't offer to sim unlock phones
the whole point of sim lock is that the user pay less then the phone cost because the carrier pay the rest
if it's not in your contact or the laws of the country you live in then the carrier is not forced to unlock it ever
and if the phone producers started to sim unlock phones they would face a HUUUGE lawsuit
and other carriers would start to stop carrying that brand
