What exactly happens when you imessage this person, does it send it as a SMS instead?
It only does it with one specific contact. I've deleted that contact and changed the name, added the area code to the phone number then added the 1 before the area code, but no success.

Every time I add this specific contact to the new message, it automatically turns into a Text Message, but for another iPhone contact it automatically turns into iMessage.

Ok, sounds like the issue is not with your phone but the other user.
Make sure they have imessage turned on in message settings.
Yes, it is turned on. We even turned it off for a couple a minutes and turned it back on simultaneously. My contact was able to send me an iMessage, and I can respond with iMessage. But if I try sending one without responding, it will automatically turns into Text Message.
Ok what iphone and IOS is that person on? The issue isn't with your phone sense you can imessage everyone else.
