why can't I send photos using iphoto

I have tried using iphoto to send photos but no luck. I keep getting a message that the recipent hasn't gotten mail, make sure the address is correct. Of course its correct! what now.

iMac, iOS 6.1.2, All devices. this is a iCloud issue
