I bought a 2nd hand macbook air, the set is still under warranty, the register owner has been changed to me.
Previous owner has downloaded iLife with his apple id.
After i reformatted the macbook air. Now I can't download iLife. Any solution?

Open the App Store, log in with your Apple ID, go to Purchases and download the iLife apps for free.
If it doesn't allow you to download iLife apps, copy that error here. Contact with the old owner and tell him to contact with Apple in order to deauthorize your MacBook and the iLife apps from his Apple ID > http://support.apple.com/kb/HE57
No. You must purchase those apps under your Apple ID.
