Q: Charging Battery

I've connected my i touch to charge but the battery status icon says its charged but the big battery screen says its below 20%. What is the issue?

iPod touch, iOS 6.1.3

- See:
iPod touch: Hardware troubleshooting
- Try another cable. Some 5G iPods were shipped with Lightning cable that were either initially defective or failed after short use.
- Try another charging source
- Inspect the dock connector on the iPod for bent or missing contacts, foreign material, corroded contacts, broken, missing or cracked plastic.
- Make an appointment at the Genius Bar of an Apple store.

I tried connecting to computer then I tried connecting to an outlet. It still says it's charged (icon with plug in v. icon with lightning bolt) I used the cable to charge another i touch and it worked fine. Does the battery need replaced?
