Get gray screen before Mountain Lion setup after fresh install

I recently did a fresh install of Mountain Lion, but as I tried booting up for the first time it showed the apple logo and a spinning wheel, and then showed a completely gray screen. I could move the mouse around, but I didn't get the OS X setup... I tried doing a safe boot, resetting the PRAM, using disc utility to repair the drive and the disk permissions... Should I just try and do another fresh install?
