Can I make window height size sticky?

I'm constantly resizing windows taller when I open them. I have a 30" monitor. For example, I open my Applications folder and the window is about 5.25" tall and I open it to 13".

If I close it and reopen, the Applications Window is back to 5.25"

Is there any way to make the size sticky?
