Is my iphone 4 "unlocked" if it still shows a phone number?

Got a used Iphone 4 and want to change carriers. Did a restore as instructed by AT&T but itunes screen still shows the old phone number. Is the phone "unlocked"?

iPhone 4, iOS 6.1.4

- just to confirm is AT&T the carrier the iPhone is locked to?

- did you confirm with the iPhones carrier they have approved an unlock?

- were you prompted that it was successfully unlocked after the restore?

- were you prompted to install network carrier settings after the restore?

Yes AT&T is the old carrier.

Yes, AT&T sent me an e-mail with instructions on how to unlock and requested I wait 24 hours from when the e-mail was sent to do it. I waited more than 24 hours.

No, I did not get any prompt that it was unlocked. I was prompted to set it up as a new phone, which I did.

Yes I was prompted but canceled instead.

Should I contact AT&T gain to confirm it is unlocked or mabey just try another carrier's sim card?
