There is no such thing as an international phone or warranty. Again, the warranty is only good in the country the phone was purchased in.

They do not accept international mail in ,has to be in person

If you personally bring it in to the Apple Store it will be replaced on the spot.
There can be nothing be done in India,Dubai or Beligium where I can replace my iphone 4s
Because I stay in India and it is difficult for me to send my broken iphone to USA
As stated, you can only receive service on that phone in the US. Asking the same question over and over won't change the answer.

You will have to book a flight to the USA and then bring it to an Apple Store. Make a Genius Bar appointment before you go. Or you can send it to a friend or relative and have them bring it in. They also need to make a Genius Bar appointment.
