tether iPhone 4S to Surface RT
Hi, anyone know how to tether the two? I've researhed various sites. Settings - Cellular data -No hotspot label showing

Whether you have a setting to enable Personal Hotspot or not depends on your carrier. Your carrier must support Personal Hotspot, & such must be provisioned on your account, or that setting will not appear. So, contact your carrier.
