Transferring iTunes Playlists to Win 8

Have been successful transferring about half of 600 songs from Win 7 to new Win 8 computer -- however, 3 playlists out of 10 do not show up on the new computer, and I've tried half a dozen times. The playlist folders are either empty or have 1-2 songs out of hundreds. I've tried using a thumb drive to transfer one playlist at a time -- same result, only few songs make it. Using iTunes 11.0.5.5.

Does anyone have a fix for this -- or an app that transfers iTunes playlists? Thanks in advance!
