Network Connection message

I was surfing the web using safari 5.1.9 and a dialogue box appeared with the following message:
"Network Connection - Your connection failed because the communication device is unavailable. Make sure it's connected and try reconnecting."

The was an "OK" button but also there was an icon in the dialogue box that did not look familiar. Oddly, I was not enountering any actual network connection problem and was running fine with my Cable modem and AirPort Express. Checked the Finder and Safari was the only App in the list. I am careful not to click on and potentially fake "OK" button so I instead quit Safari and restarted the computer. I was wondering if anyone could explain if this dialogue box was legit or if it could be some scam from the web.User uploaded file
