How do I convert Bluray DVD disks to play on my ipad 3rd generation and ipod 4th & 5th generations?

If these are your personal discs that you've made there are a variety of programs to convert the format. I know they work on regular discs, I've had no experience with Blu-ray Discs. Handbrake and mpegstreamclip are two free ones.
If these are commercial dvds then the conversion process demands that you break the copy protection encryption to convert the format. Doing that is illegal in many parts of the world and telling you how to do that is against the rules of this forum.
For most people the easiest thing to do is to repurchase digital copies of their files and sync those. Or perhaps your blu ray discs have a digital file tied to them that you can download.
