I tried imessage a friend in the UK using +44 followed by his iPhone number (dropping the leading zero).
It seems to be working but then says "not delivered".
I know my friend uses iMesage to and from people in the UK.
I can message him using his email address, but not his iphone number. Why?

Have you got dial assist on in settings/phone so that the + is recognised?
My mini iPad does not have Settings - Phone.

Maybe he did not setup iMessage using the phone number.
I assumed that because you posted in the iphone forum that your issue had to do with an iphone. A reasonable but incorrect assumtion.
