How did you create the account ? There are instructions on this page for creating a new account (the instructions won't work with existing accounts) without giving credit card details : http://support.apple.com/kb/HT2534

e.g. if currently signed into an account then sign out of it, then find a free app in the store and 'buy' it and create an account during the 'buying' process
