Is there a way to let someone send their bills to my account and use my store credit? Like, if I have £10 on my App Store, they can buy an app and I get the bill until my credit is depleted?

No. Store credit can't be transferred to another iTunes Store account by any means, unless the iTunes Store staff puts the balance from a completely unspent gift card back onto the card.
