If you were a former MobleMe member you should have received the upgrade automatically when you migrated to iCloud.  If you didn't migrate to iCloud while it was still possible to do so the offer is no longer available.  It expires for everyone on Sept. 30th.

You are aware that the complimentary storage is for mobile device contents only and not for Macs like MobileMe was, right? The following is from: iCloud: iCloud storage and backup overview

    What iCloud backs up

You have important information on your iPhone, iPad, and iPod touch. iCloud automatically backs up your device over Wi-Fi every day while it’s turned on, locked, and connected to a power source. With your device information backed up in iCloud, you can easily set up a new device or restore information on one you already have.

    Here’s what iCloud backs up:

    • Purchased music, movies, TV shows, apps, and booksPurchased music isn’t backed up in all countries. Purchased movies and TV shows are backed up only in the U.S. Previous purchases may be unavailable if they have been refunded or are no longer in the iTunes Store, App Store, or iBooks Store. Some previously purchased movies may not be available in iTunes in the Cloud. A movie’s product details page in the iTunes Store shows if the movie is unavailable.
    • Photos and videos in your Camera Roll
    • Device settings
    • App data
    • Home screen and app organization
    • iMessage, text (SMS), and MMS messages
    • Ringtones
    • Visual Voicemail

You have had this 20GB free storage since MobileMe closed last year, but it will expire on 30 September. If you want to continue to use it by paying for it please see this page:

    http://support.apple.com/kb/HT5527

and expand the section under 'How do I purchase my current plan?' applicable to your device for instructions. 20GB extra storage will cost you $40 p.a.
