Just a technical or perhaps legal question: Why is this so?

We are all just fellow users here and have no insight into the reasons why Apple does not allow this. All we can say is that gifting between countries is not possible.

I have found more than this post on the issue going back a couple of years. This was just the latest one. Must be some type of policy issue. Interesting.
