1 - PhotoStream is a shareing service - photos in PS are not stored onandy device ecept the originating device unless you import them - deleting from the PhotoStream does not delete any imported photos - it only stops sharing the photos through PS

2- what version of iPhoto and of the OS do you have?

    3 - see http://support.apple.com/kb/HT4486?viewlocale=en_US&locale=en_US for PS FAQs

4 - your other issues seem to have nothing to do with PS - can you give more details including what device you are seeing them on?

Yes I read it....."You can delete photos from your photo stream the same way you delete other photos from your iOS device or Mac. Just select the photos you want to remove, and tap the trash can icon or click Delete. On your PC, select the photos you want to remove from your photo stream, right-click, and then select delete. When you delete a photo from Photo Stream on one device, iCloud will automatically delete it from the Photo Stream album or view on your other devices. Learn more about deleting photos.

Note: Deleting individual photos from Photo Stream is supported by iOS 5.1 or later, iPhoto 9.2.2 or later, Aperture 3.2.3 or later, and Apple TV Software Update 5.0 or later. You will need to manually delete photos you downloaded to iOS devices using iOS 5.0.1 or earlier after updating to iOS 5.1."

BUT...problem is I'm being told everything is up to date ...nothing new to install. I HAVE deleted from my phone. And it won't let me do it manually from my Mac.

There is is your problem - you have iPhoto '11 version 9.2.1  --  as noted to delete individual photos you must have version 9.2.2 - your software is not up to date.

You can download 9.2.2 and install from here  --  http://support.apple.com/kb/DL1508
