You may only have an account in the store for the country in which you legally reside. To open that account you need a bank card from a bank in that country with a verifiable billing address in that country.

But want to open a new account in Spain. Looks simple. New Apple ID. Crédit card password.

You need to make sure that you are using the store for Spain. On a Mac scroll to the bottom of the page in both iTunes and the Mac App Store and click the Flag icon to select the proper store.

The thing that you need to remember about an iOS device, is that if you change the Apple ID associated with it, you may not be able to change it to another Apple ID for 90 days.
Open the App Store app, go to the Featured pane, swipe to the bottom, tap your Apple ID and sign out. Tap again and sign back in with the Apple ID that you wish to use for purchases. The App Store will automatically change to the store from which your account is authorized to make purchases.
