Paid storage won't downgrade. Why?

On my iPhone it says that my free 40GB storage expires soon and I will be charged $40 automatically. It offers downgrade options and when I choose the 5GB free option the "Done" button is greyed out so it won't allow me to confirm.

Please advise!
