To expand on Ocean20's correct answer, it is possible to "archive" a backup, which will create a new backup and allow you to restore either (or any, if you have several archived backups). However, you must think of this ahead of time and create a backup archive by going to iTunes Preferences, Devices tab. Right click on the current backup and choose "Archive".

Also, if you back up your computer regularly you can restore an older backup from your computer's backup, then restore it to the phone. This is a bit complicated, but doable. If you have a Mac it's especially easy if you have Time Machine enabled, which will make hourly backups of your entire drive.

You access the iCloud backup by doing a wipe of your phone - Settings/General/Reset - Erase all content and settings. You will then be given the option of restoring any of the backups currently available (usually 3).

On your computer the locations are given here: http://support.apple.com/kb/ht4946

Note that a backup is not a file. It is a SQLite database, which consists of an index and several thousand files in a folder.

First, when you choose "Restore Backup" click on the name of the backup. If there are any other eligible backups they will appear in a dropdown. This isn't always obvious. If there really are none, then the older backups are of no use to you. The only option then is to restore an older backup from the backup you have made of your computer (if any).
