No. You need to buy the DVD (which will probably be the 10.6.3 version) ... then update it via the 10.6.8 combo update and any software updates that are appropriate. You can buy it from your national Apple store sales.

In the past illegal copies of OS X 10.6 have appeared on some of the Torrent sites.
Besides being illegal most of these download were chocked full of malware.
I would strongly recommend that if you do find one of these you avoid at all costs.
