iPhone not on list of devices

I have had Apple support try to help me figure out why IPhone 4S doesn't show up on list of devices for Find my IPhone. Successful install, toggled on and off, restarted umpteen times. Even Apple is confused. Through ICloud website, not there either. Any ideas?
