How come I bought the maximum amount of storage aloud from iCloud to use & my phone still says not enough storage to download, back-up, take pictures, videos, play music, etc. Even when I turn off apps it still doesn't have enough storage, but iCloud shows that I still have plenty of space.

Icloud storage has nothing at all to do with the amount of storage on your iphone.
But how do i do that? everytime i try to remove a photo(that i dont want to lose forever,just rmove from my phone) it say i will be deleeting everything and do i want to do that?
You need to go to Settings>General>Usage and see what is taking up the space on your phone. You'll then need to decide what to delete.
You can move photos off your phone by transferring them to a computer, uploading them to a service such as DropBox, emailing them to yourself.
