To get a Wi-Fi signal to penetrate through metal would require one of two things: 1) A high power transceiver, or 2) Setting up a roaming network which requires a wired link between wireless routers. And metal is not the only issue for Wi-Fi interference.
As you can imagine both of these options will come at a cost. In the case of the former option, a significant cost.
