I have iPod touch 5th gen and i'm using 5 volts 2.1 mAh charger but ipod has 3.7 volts 1030mAh battery. is it a problem if i use this charger?

No problem at all. The iPod charges with US voltage with is 5 VDC. The iPod limits charging current to prevent damage.
This "2.1 mAh" does not make sense. mAh is power,, I think you meant 2.1 Amps. That is likely an iPad charger which is fine for the iPod.
