I don't know about online but I don't see why the Apple Retail store wouldn't be able to. You can slide on and then pay off the remainder with the other. But that is also up to the policy of the store.

Well no you can't if the online store does not exist.

You can't purchase from any other online store because you need to be a resident in that country and Apple won't ship outside the country of origin.

Venezuela does not have an online store, & if you're trying to use a store in another country, unless you have a verified billing/shipping address in that store, you won't be able to purchase in that store. Apple does not ship out of the country whose online store you are trying to use.

You understand that you'll need to use U.S. credit cards, right? And that the warranty on the phone will only be valid in the U.S.?

Your cards also have to be registered to that address

Cards = billing address = delivery address all must be the same

If you have cards registered to that address I doubt it the payment system will not handle "part payment "

AFAIK, you can. Called a "split payment order". Read here:

But, as already pointed out, these need to be US Credit Cards, with a US verified billing address.
