i had to get a new i phone and i cant get the music from my i tunes match onto it because it says i can only download purchases on it with one apple ID every 90 days. what does that mean and can i get the music on there

When you use iTunes Match, automatic downloads and/or redownload past purchases on a computer or device then it is likely to become associated with that account for 90 days (I believe that it's an attempt to stop people sharing content e.g. logging onto somebody else's device and downloading their purchases) : http://support.apple.com/kb/HT4627
