iPod touch (4g) will not connect to computer

When I connect my iPod touch to any computer I get a pop up bubble saying USB device not recognized. I have uninstalled my drivers and re-installed them. I have reset my iPod at least 7 times and I have also erased everything and reset it to factory settings. I have uninstalled the apple software from my windows computer and reinstalled it so now I have the latest version of the software downloaded. The iPod is running iOS version 6.1.3. When I try to charge it does not say that it is connected and charging. It is supposed to make a connected sound and show a lightning bolt letting me know it's charging but it doesn't. Ive had to make sure that the battery is completely dead before the ipod will start to charge (still not notifying me I just leave it there and come back about 4 hours later and see it's fully charged). I have done everything I can think of and what people have suggested on other threads and nothing is working. My warranty is expired and I do not want to take it to Apple and pay $99 to get it fixed. Can anyone please help me?!

- See:

iPod touch: Hardware troubleshooting

- Try another cable. Some 5G iPods were shipped with Lightning cable that were either initially defective or failed after short use.

- Try another charging source

- Inspect the dock connector on the iPod for bent or missing contacts, foreign material, corroded contacts, broken, missing or cracked plastic.

- Make an appointment at the Genius Bar of an Apple store. The appointment is free.
