Do you mean iTunes the software application, or the media such as music, movies, apps, etc which are usually kept at ~/Music/iTunes?
In the former case download it from http://itunes.apple.com and install it. In the latter case open a Finder window to Music. Click the Time Matchine icon in the Dock. When the TM UI launches navigate to the date and time from which you want to restore click the iTunes folder and click the "restore" button.

I restored ITunes but will not open on computer with a message about newer version cannot be read by ITunes.

You have a completely different problem. Please start a new thread for search for a solution. Let's keep this thread for solving the OPs problem.
Had the same question and followed your advice and restored iTunes perfectly after I messed it up.
