How can I get an apple id for an other country

I am studying in the Netherlands and now I need to have a Dutch app but Originally I am logged in with my German Apple ID. Now I just started from the beginnig and made a new account for the Dutch App Store but as soon as try to log in on my iPhone I need to type in a lot more informations as Credit card information, Adress, phone number etc.

But when ever I type in my Visa Card number it won't work why is that ? Does a german Credit card not work in the Dutch apple Store?

Also when I type in my adress it does not work either. Is it not possible to have a German adress and a dutch apple ID ?

The credit card must be issued in the same country as the store you want to use and it must have a billing address in that country.

You can not use a credit card from Germany in the Dutch store.

Correct again. You must have a valid credit card and address for the country whose App Store you are trying to use.
