Pop-Up blocker doesn't work in Safari

Just asking...It seems that my pop-up blocker is not working as designed. Getting a lot of ads. Can anyone suggest a diagnostic set of steps to fix this?

MacBook Pro (13-inch Late 2011), OS X Mountain Lion (10.8.4)
