I had IT guy at work upgrade my iPhone 4 to a 4S but the microphone icon for speech-to-text doesn't appear on my texting keyboard. Does anyone know why not and what I can do to add that feature for texting?

Are you sure he gave you a 4S and not another 4?
I am sure it was upgraded to 4S and I checked my message settings and can't find anything to turn on for that feature.
Your original post (profile) says you are running iOS 4. Is that right? iOS 4 was relased so long ago (roughly three years ago) that I do not remember if it even supported dictation.

I thought Siri was only avilable for the iPhone 5. I absolutely have an iPhone 4 upgraded t I a 4S.
The only way to upgrade an iPhone 4 to an iPHone 4S is to get a new phone. Is that what happened? What is the model number of the phone? If you cannot find Siri in Settings, then you won't get the microphone icon in the Messages app.
iPhones cannot be "upgraded" - opened up and have their identity changed.
If you go to Settings > General > About > Model and tell us what's there, we can tell you which iPhone you have.
When you said "upgraded", I'm sure Templeton Peck assumed, as I did, that you exchanged your iPhone 4 for a physically different unit - an IPhone 4S. If you did not do that, you still have an iPhone 4.

You need to backup the original OS and then remove it and completely install the new OS6.1.3 to upgrade the OS to iPhone 4 status.
... and by the way, Siri is available on the iPhone 4S.
Upgrading the iOS is one thing, upgrading a Phone from a 4 to 4S is what you said, and as sberman has also said, it is impossible without changing devices.

That should say "to upgrade to iPhone 4S status".
