iPad 2 frozen forever?

No matter how many times I tried to reset/restart/disconnect/reconnect my iPad 2, it is still frozen at apple logo and small loading circle on the bottom of the apple logo.

I tried to update my iPad 2 from version 6.1.2 to 6.1.3, but I am stuck at loading screen. all i can is hold turn off button and menu button simultaneously and connect my usb to open iTunes. when that is done, iTunes does a backup and transferrs purchased items, and then sends a 3194 error. I've read that this error is about connectivity and similar problems NOT related to iTunes, but I've passed every single test that iTunes offered for connectivity/windows updates, every single that is offered. the error still occurs and nothing changes.

please, for god's sake, help me before all my hair goes gray.

the furthest i've gone is iTunes logo and usb cable connecting it.

otherwise, it's the apple logo and loading circle on the bottom of that logo.

is there any way to wipe my iPad entirely and install fresh firmware from scratch or anything like that?
