For those with last names beginning with A through M, you can begin downloading it at 0100 GMT. With last names beginning with O through Z, wait until 0700 GMT.
Unless, you have the question on ASC more than one time. The delay will then be 1 week for each time the question was asked. ;-)
Those that have pre-ordered the iPhone 5C will be able to download iOS 7 to their iOS devices on September 17th, at 0500 GMT.
