Starting app/website or file in first use

Hello,

This is for iPad 4

I want to start a webpage/app/file that is shown to user for their first use.. and if they click I agree then only they can use the ipad .. else it will be locked..how can I do that? with or without apple configurator?

how can I integrate it with the apple's default startup checklist?

Any recommendations would be helpful.
