I heard that OS X Lion contains a personal/desktop wiki for organising personal information.
Is this correct? In any case, are there any recommended apps and/or techniques to set up such a wiki?

Are you sure you mean a wiki? A wiki is not a way to organize personal information, it's a system for people to collaborate on online web pages. That may be what you want, but it doesn't seem to me to be what you really are looking for.
