I'm trying to convert an m4a voice note to either mp3 or wav and can't seem to get a straight answer on how to do it without a lot of jargon. Would appreciate the help.

You're in the iPad subforum. That means, save the voice file to mp3. The iPad won't recognize wav files.

You need a program that opens the m4a and will convert it.
Open the file in the program, select the output format and convert it.
