I am primarily using a Windows 7 PC and have installed Apple Configuratior for Windows on it. All the tips I am able to find online point to the Mac version. Is there any way to set a lock screen in the Windows version?

Apple Configurator is only available for the Mac. There is another application, iPhone Configuration Utility, which is available for Windows and more than likely what you've downloaded. Documentation for both applications can be found here:
