I want to know if a iPhone can message a samsung

By using standard SMS messages, yes. By using Apple's iMessage service, no.

Just to expound on stedman1's answer a bit .... the iOS Messages app will only work with other iOS devices or Macs that are running Mountain Lion.
The person that you want to Message with must be set up and registered to use Messages before you can reach them. You cannot add them as a contact on your end, they must do it on their end first - on their device.
