app not in “Notification Center” for ios 6.1.4 using “Local Notifications”

I’m developing an app using “Local Notifications” (not push) this app for ios 6.1.3 and ios 7 is present at “Notification Center” inside the section “In Notification Center” but for ios 6.1.4 the app is missing, I would like to know if this is a bug for ios 6.1.4 or there is any way to force the app be shown inside “Notification Center” for ios 6.1.4.
