Q: i have been charged muliple times Rs.60 buy apple store, it almost happens every time i am prompted to verify my bank account info, even though i dont buy anything

I have been using Itunes for a while now however i changed my country of living to india and hence i changed my store to indian store, however i was asked to provide my new card details and it charged me Rs.60 for card verfication i ignored it the first time but now often i get charged Rs.60 without purchasing anything. I do see a pattern however, when trying to acces itunes store it asks me verify my card details and once i enter the details it charges my card instandly rs.60. Please explain.
