The Answer is no. They'll give you a store card which you can spend online or in store after you get an estimate for your iPhone 4s. More information on the link below

In the USA, Apple is rolling out their iPhone trade in program at Apple stores. Bring in a properly functioning iPhone, and you will receive up to a (reportedly) maximum of $280.00. Also reportedly, you must use that credit for the purchases of a new iPhone (it cannot be used for anything else), and that new iPhone will be sold under contract with an officially supported carrier (you cannot use the trade in program for unlocked/contract free iPhones).

Apple has yet to post anything official on their US web site about the program, so everything I posted is based on tech news reports.

The recycling program itsjude mentions supposedly will continue - that is run by an indepenent recycling company under contract with Apple. The credit they give is in the form of a generic Apple Store gift card, and can be used towards the purchase of anything for sale by Apple.
